What is the Best Concrete Sealer to Use? How to Choose the Right Product
The answer depends on why you are sealing, what surface you are trying to seal, and your final expectations. There are many types of sealers for concrete and masonry surfaces. Concrete sealers come in both water-based and solvent-based formulas. They can be generic formulas for all surfaces or specific to the surface you are applying to. For example, you would want a Brick Paver Sealer for a Paver Patio and a Chimney Sealant for your Chimney. Still, you could use MasonrySaver All-Purpose Water Repellent for both.
Why seal your concrete or brick? The primary reasons to seal and waterproof your concrete are:
1. Preventing hairline cracks due to water expansion during freeze/thaw cycles.
2. Prevent water penetration and seepage of water through walls and foundations.
3. Enhance the appearance by adding a gloss or darkening the overall color.
4. Prevent damage from deicing salts during winter months.

I would like to change the appearance to get a wet look
To give it a rich wet look you would be best to sue a solvent based sealer. Problem is that they are made for outdoors and they will smell up you home for many days and we would not suggest this. A good water based version would be the Surebond SB-6000 but it will not be a \”rich\” of a look as the solvents would be.
The house is currently still under construction so I should be able to get in and seal it before its finished therefore I think the fumes would be a non issue. If I choose the solvent over the water base what would you recommend?

Reatinig walls are typically to porous to give them a gloss look. A wet look is feasible. Look at the SuperSeal VOC or Surebond SB-8700.

Yes on a filming sealers or coatings. Problem is that most will not go over your paint and adhere. I would then a clear water based epoxy would be best but not sure which one. Look around for one locally and make sure it has no issues being applied over a paint.

It is a basement floor were we currently get alot of dust from the concrete surface being ground up by shoes, toys, skates. etc. We want to seal floor and minimize dust generation.
Try an interior water based epoxy so it has a low odor. Get a clear coating. Any brand really should work since it is indoors.
Question-1: What should I use to seal the concrete floor of a balustrade that sits on top of a bay window? All I'm interested in is to stop rain water from seeping thru the concrete floor of the balustrade right into the inside of the house. The house is in the Cleveland area, and that side of the house gets the most sun, as well as the brunt of a storm when it rains. A walk out Patio in Northern Indiana, Exterior, covered by a deck above but the deck is not water proof so the concrete gets wet. The concrete is about 50 years old, in good shape. Any quality joint sealer that is expandable should work. As for sealer, try SuperSeal-M water repellent.

I think the process is
1 clean floor of debris
2 acid etch the surface
3 seal the floor
I am not sure of the etcher to use or the sealer that is best for high traffic and furniture I think it is a polyurathain but would love your advice

Sam, sorry but we have no idea as to what you can buy there. Look for a interior gloss sealer concrete that contains a modified urethane. Not a poly.

4. I am ambivalent about change in appearance. I just want something that's easier to clean and can smooth out the roughness of the concrete floor

Try a water based epoxy clear product for a filming sealer on a basement floor. Does not matter the brand.
My floor was not finished in a very smooth fashion. Some of the different in level may be up to a 1/4 inch – that's the roughness I'm talking about. Will this water based epoxy cover that? Or do I need to sand it down some? I really don't want to have to sand it! I want to find a product that can just soak into all of the lower parts and form a hard, penetrating seal!
You will not be able to fill this with an epoxy. Does not work that way. Nothing will fill that large of a void and level.
Where can I buy a water-based polyurethane interior floor concrete sealer? I am in souther california. I have ground and cleaned the floor and am ready to seal. Home Depot has an acrylic sealer "Clear- Seal" has any one used it or should I keep searching for the poly?
Stay away from HD products. Look for clear coat poly that is used on garage floors for this.
